Considered to rest with Commander Burnaby, the naval agent in charge on board the "Emen", mails on the case of Reemst were, however, far from this being Lord Stanley of Alderley that Commander Burnaby had no voice in the matter. A letter was addressed to him by the Postmaster General of Hongkong stating that the departure of the "Emen" had been postponed for 24 hours with the concurrence of the Governor, and that the mails would not be ready to be handed over to him until the 12th instead of the 11th July; the naval agent would have incurred a serious responsibility had he disregarded this notice and sailed without the mails.
The Correspondent desires me to add that from the correspondence which has taken place on this subject, it seems to him clear that the responsibility of the detention of the packet rests entirely with the Postmaster General of Hongkong, who appears to have taken an active part in supporting the merchants' memorial.
